docs: record the 0.0.9 and 0.0.10 releases

Add the release notes for both published versions and the matching
handoff entries, so the release history is tracked in the repository.

+日期：2026-10-21（Asia/Shanghai）。状态：已发布到 local001，线上 latest 为 0.0.9，生产应用隔离启动与完整下载校验通过。

+## 源码与修复
+
+- 基线：Gitea master `8fcfb69408716a98d4fd09bd34912048ba419891`。
+- `npm ci --legacy-peer-deps --no-audit --no-fund` 补齐锁定依赖，包括 `7zip-bin@5.2.0`；没有升级依赖。
+- `scripts/prepare-runtime-bundle.mjs`：解压目录重命名遇到 Windows `EPERM`、`EACCES`、`EBUSY` 时最多尝试 10 次，累计退避最多 4.5 秒，其他错误立即抛出；保留官方归档与文件树哈希校验。
+- `scripts/smoke-runtime-bundle.mjs`：修正 cmd.exe 参数重复转义，并禁止 Python 冒烟测试生成字节码缓存，确保验证前后资源哈希不变。
+- 项目版本从 0.0.8 升为 0.0.9。上述修复与版本修改尚未 Git 提交，因此产物不是纯提交构建。
+- 本次包含内置 Node/Python/Git 及其设置、思考阅读跟随、上下文快照和下一条消息权限设置；具体产品验收边界沿用各功能交付文档。

+- `npm test`、`npm run test:updates`、`npm run test:release`（17 项）、`npm run test:runtime-bundle`（4 项）通过。
+- 实际 `runtimes:prepare`、`runtimes:smoke` 通过。Node 24.22.0、npm/npx 11.19.1、Python 3.14.8、pip 26.2.1、venv、Git 2.56.0.windows.2 和 Bash 在 Windows x64 执行通过，含中文/空格临时目录；测试后资源完整性不变。

+未执行真实 NSIS 安装、覆盖升级或重启用户安装版；未验证内置工具联网安装软件包、Git HTTPS 或全部运行时设置交互。构建、离线原生工具和更新下载通过不代表完整 WorkBuddy 1:1 验收。本次没有新增原版取证。
